Recent Washington Post stories document how some developers have exploited the rising demand for homes in DC. These developers purchase an older home in poor condition, partially demolish it and build an outsize structure on the shell. They increase their margins by avoiding the expense of adhering to building codes and licensing/permit requirements, using low wage, unlicensed workers and low grade materials. They then quickly "flip" the property.
The purchasers only discover the scam over time as quality problems appear. Owners are then left with making expensive repairs or taking legal action.
